In Memoriam: Dr. Hefin Wyn David MS (1977 – 12 August 2025)

It is with profound sadness that we share the sudden passing of Dr. Hefin Wyn David, Member of the Senedd (MS) for Caerphilly, who died unexpectedly on 12 August 2025, just one day before his 48th birthday.

A Life Rooted in Caerphilly

Born on 13 August 1977 at Caerphilly Miners Hospital, Hefin David was raised in the village of Penpedairheol, near Bargoed. Educated locally at Heolddu Comprehensive School, he pursued higher studies in Politics and Economics, as well as European Policy, at Cardiff University. Later, he completed a PGCE at the University of South Wales and a PhD focused on small business employment issues from the University of Gloucestershire.

A dedicated academic, Hefin served as a lecturer at the University of Wales, Newport (2002–2008) and later at Cardiff Metropolitan University (2008–2016), with international roles in Germany, Greece, India, and China.

From Community to Politics

Hefin’s public service began when he was elected to the Caerphilly County Borough Council in 2007, representing the St Cattwg ward and chairing the Policy & Resources Scrutiny Committee from 2012 to 2016.

In 2016, he stepped onto the national stage as the Member of the Senedd for Caerphilly, succeeding Jeff Cuthbert. He was re-elected in 2021, growing his vote share significantly. Hefin focused his political work on small business development, employment, education accessibility for those with additional learning needs, strengthening valley communities, and advocating for families affected by autism.

A Loss Felt Across the Nation

First Minister Eluned Morgan, leader of Welsh Labour, described Herin as a “much-loved member of the Labour family” who served his constituents with “pride and passion.”

Prime Minister Sir Keir Starmer also expressed profound sorrow, paying tribute to Hefin as a “powerful voice for the people of Wales” and a “committed public servant” dedicated to ensuring opportunity for all communities.

Tributes came from across party lines: from Jeff Cuthbert and Wayne David, to Chris Evans MP, Andrew RT Davies, and Plaid Cymru’s Delyth Jewell each emphasizing his integrity, passion, and steadfast commitment to his community.

The local Bevan Foundation echoed the shock and grief of the wider community, lauding Hefin’s dedication to public life.

Legacy of Commitment and Compassion

Dr. Hefin David embodied the best of public service loyal to his roots, intellectually honest, and deeply empathetic. Whether serving in local council chambers, teaching students, or standing up for constituents in the Senedd, his approach was grounded in sincerity and action.

He is survived by his partner, fellow Member of the Senedd Vikki Howells, and his two daughters, Holly and Caitlin whose needs as a child with autism shaped much of his advocacy.

A Community Mourns

The community of Caerphilly and indeed Wales has lost a leader whose compassion and dedication left a lasting imprint. As we mourn prematurely this bright, thoughtful public servant, we also honor the enduring impact of his work and spirit.
